Should governments spend more money on improving roads and highways, or should governments spend more money on improving public transportation (buses, trains, subways)? Why?

Model Answer:
Presently, commuting is one of the most important issues in this world and improved roads, highways, buses and trains play an important role in physical communication. In fact, without the direct help of these issues, it is really impossible to move from one place to another. So, I think the government should pay attention to all the issues in a balanced way. The reasons behind my thought are explained below.
If we think deeply, it will appear that we need both the roads and highways in line with the vehicles like bus, trains subways and other sorts of motorized and non-motorized vehicles. Both the elements (roads and vehicles) work hand in hand. Consequently, it is not possible to focus on the development of only roads and highways or on improving vehicles. If only roads are improved and there are no vehicles to ply on, what will be the use of the roads and highways? Of course, people will not travel by feet on the highways.
On the other side, for instance, if the government focuses on the development of buses, trains and subways and there are no roads for them to ply on, what will be the situations? There are no roads for the vehicles. The streets are narrower and the vehicles could not be able to move properly. Consequently, there will be frequent traffic congestions. People would be unable to move from one place to another easily. Working hours will be wasted and people will feel uncomfortable in such a situation.
In my locality, there are similar issues. The roads have not been constructed well but the number of vehicles has increased suddenly. Some of the vehicles are from the government initiative to reduce the suffering of commuters. But in reality, the sufferings are not reduced at all. The streets are always jammed with motorized vehicles. There is an opposite scenario found in some parts of the country. There are empty wide and nice roads without any vehicular movement. In fact, those highways are of no use at all now.
Considering the reasons, it is imperative for the government to make a balance on spending money for both the development of the highways and public transportations. It would be more beneficial for the public.
